How to Code? Template Negates Innate Racial Ability

I'm building a template that will negate a human's ability to get the bonus skill point per level. This is an acquired template that can be added after first level, and would opnly negate the ability after the template is taken. Not sure how I would go about doing this...thoughts?

Humans get some racial custom abilities that remove the base racial abilities. When you take a custom ability that replaces Skilled, what tag gets added to that racial ability?

Once you figure that out, you can apply the same tag via your template.
