How do you open the "Format" tab?

I've sometimes seen it open, but I don't know how it got that way. I'd like to be able to open it when I need it.
 
When you are in edit mode and have the cursor in a snippet (or in the notes field for a note), the format ribbon bar page should open automatically or at least be available.
 
I see...however it does not work for some areas - annotations for example. It would be nice if it worked in every area (unless there is a reason for it not to).
