How do you enable newly purchased content for use with an existing character?

When I purchase new content, it won't let me use it on an existing character. I searched this forum earlier and apparently there's some setting you need to use to enable the new content, but I can't find it. Where is this setting?
 
You can choose which content to enable or disable by going to the Navigate Character menu on the left of the HLO screen and selecting Settings.
