How do you create custom skill bonus items?

I've been trying to find a way to create an amulet which grants me +10 to Bluff, but I don't see any option to do so. What am I missing?

To be clear you have to use the HL editor to make custom wondrous magic items.

I would recommend reading the Glossary of Terms for the Editor. Then check out FAQ#2 for all the places to learn about the editor including YouTube videos. Welcome to the wonderful world of using the HL editor which will be the most frustrating and rewarding thing you can do with Hero Lab.

It wasn't clear that I had to enter the editor. The other equipment seems to be directly creatable. At least I haven't seen any other exception there at least yet.
