House Rule for Long Rest

I've done some searching and it seems that the answer to this question may be "It can't be done" but, I wanted to see if anyone knew a work around.

I'm looking for a way to create a house rule that will change the behavior of a Long Rest to:
  1. Heal no Hit Points
  2. Restore 1/4 rounded up of spent hit dice (as opposed to 1/2 rounded up)
