HLO NPC Codex?

In HLC you could search the encounter builder and find characters from the NPC Codex such as the "Town Watcher" or Monster Codex such as the "Boggard Priest King" and it would pull them in already created. Is there a way to get those characters in HLO?

(just to be clear I am not referring to the Encounter Library, I know that has not currently been carried over from HLC to HLO)
