i am trying to copy an artifact weapon ("tempest") from an older adv. path (legacy of fire) in order to customize it.

there is a file named AP019_Howl of the Carrion King.user but i don't see the weapon in it.

who provides this file -- is it part of hero lab, or fan content? i am not proficient enough to muck around in hl editor and hoping to just make a copy of the existing data.

All LW content is protected and not delivered in plain text. So any .user file is by its name and definition is user created content. Specifically that is from the "Community Bestiary". In this case we deliver anything that LW does not for the AP which is mostly the DM stuff. Player stuff is done by LW and its part of CORE.

In this case "Tempest" would be found on the "Weapon, Magic" tab of the editor. You can make a copy by using the "New (Copy)" feature and if you want to make your changes override the base version you will need to do "Replaces Thing ID".
