HL D&D 5E Issue

I have a really puzzling issues I have never seen before.

I have a system which I use at the gaming table. It has Windows Vista installed.

Everything has been running fine until I installed the 1.7 update. Now, whenever I create a new character, when I go to add skills through either a class or a background, it gives me no options to add skills.

I've tried everything I can think of. I removed my custom .user files. I removed the 5e Community pack, I completely re-installed HL from scratch. I still get the same issue.

I also have HL installed on my main system and I get no sign of this issue. It's driving me up the wall.

This issue does not affect existing characters. All skill are still present.

Anyone else having this issue? :confused:
 
under ability options in the charater preferences if either background proficiency or personality trait proficiency are checked you can not select proficiencies
