Highest Leadership General Wood Elf bug

With the fix to the General's requirement for leadership, it opened up a bug for Wood Elves.

Alter Kindred for Noble and Highborn need to be excluded from that requirement since they are not allowed to be the general and usually have the highest leadership.

4 heros one with leadership 9 a alter noble
3 spellsingers or other assortment of level 8 leadership
As it is now you cannot select a spellsinger because of the level 9 leadership on the alter noble that is not allowed to be a general by another rule.
