Hidingor Didabling An Advance option.

I'm trying to find a way to hide or disable the "Add a Psychic Power" advance on the list for characters that do not have a Psy Rating.

I've tried setting a tag for Hide.Advance and candidate expression on the chooser on tab_advances for !Hide.Advance but I can't seem to figure out how to add or delete the tag so that the option is hidden if Psy Rating is 0.
