I am constructing a legendary Item for an Investigator. the item grants an enhancement bonus to all mental stats this part is working fine. What I want to do is have the enhancement bonus to mental stats increase the total number of skill ranks.
 
What's your timing? You should be assigning the bonus pre-attribures which is before skill points are calculated.
