Help with a magic belt :)

Apologies if this has already been covered but I've found a magic item in a D&D 3E adventure (the Lifter's Belt from Dark and Stormy Knight) and want to use it but I don't know how I would go about creating it in HL. It kind of does a similar thing to the Heavyload Belt in Ultimate Equipment, increasing the wearer's Strength but only with regard to carrying capacity. I haven't got the Advanced Player's Guide or the Ultimate Equipment datafile downloaded and so haven't got access to Ant Haul... so I was wondered how would I go about creating this Lifter's Belt with, say, double carrying capacities and not the triple that Ant Haul offers?
 
Have you looked at the Masterwork Backpack? It's in Adventurer's Armory - I don't know if you have access to that one or not. But it increases STR by one for purposes of determining encumbrance.
