Help building a custom Item

Hi All,

I'm trying to build a custom helm that gives the user language Celestial when worn. Could anyone point me in the right direction as to how to start this? I assume I want the item ability pushed to the hero, but it's possible I'm waaay off.
 
There's an easy example to copy from for this - the Belt of dwarvenkind adds the Dwarf language when worn.
