Headquarters need Langauge?

I tried creating a headquarters from the Equipment Tab. When I did so the Dashboard was added plus a validation warning message that the Headquarters needed one or more languages to be added.
I later noticed that vehicles trigger the same message.

I think this is a bug associated with the "Graded Language Ranks" rule from the Mastermind's Manual; it's slated to be fixed in the next release.
