Howdy! I booted up HL this morning to make a half-orc something-or-other and noticed this.
On the Background tab, under Add Alternate Racial Traits, it is allowing me to select both half-orc and human racial traits. For example, I can have my half-orc pick up Dual Talent, and snag another +2 to two more attributes - giving him +2 to three attributes total. All while still being, apparently, PFS legal.
Clearly, this is bonkers.
I think it might be because of a misunderstanding of this recent FAQ ruling this recent FAQ ruling, and Paizo's poor word choice when differentiating between traits, race traits, and racial traits.
My understanding:
Traits - those almost feat things you can pick to customize your character
Race traits - traits which are restricted to members of that race (or half-members that now qualify, thanks to the FAQ)
Racial traits - abilities of your race, like darkvision, which the FAQ does not allow half-members of to qualify for.
I didn't see this mentioned elsewhere, so apologies if it's a redundant thread!
