Focused Spell lowers the DC?

I'm applying the Metamagic feat Burning Hands, and the DC for the spell is lowered by one, but there is the note that one of the targets in the spell's area of affect has a +2 to the DC. Why is this?
 
I'm sorry, but I can't reproduce this issue. I added the focused spell feat and a focused burning hands spell to a character. While creating the metamagic spell, I watched the DC of the spell. It did not change when I applied the metamagic to the spell.
 
The character also has the Magical Lineage trait from Advanced Players Guide.

I think that's the culprit.
 
I noticed this is well. Looking through the pathfinder forums, having the magical lineage feat should not be lowering the DC of the spell. This appears to be a bug to me.
