Is the Fate patron from RoW (Paizo blog) only meant to be available to Witches in that AP? Or is it supposed to be available to Witches in general?
 
Yes, I've seen that. Unfortunately it's only available in HL if you have the RoW AP selected.
According to Adam Daigle (the writer of the blog post that introduced the Fate patron) that even though it has ties to Baba Yaga it is not Reign of Winter exclusive.
 
In Hero Lab you can turn on the source if you're not using the AP, it doesn't mean you have to be playing it.
 
The reason that it requires you to have the RoW AP selected is because that is where it is from. When you are selecting sources, it is selecting where you are allowed to get material from, everything from gear to archetypes and races.
