Extreme Environment Modification problem

Before I report this as a bug, I want to make sure I'm not missing something basic.

Whenever I add the EEM I to a weapon I get an error alert, listing the need to add a domain. However I cannot find where to add the domain.

Customize the addition as you add it. Seems to be how it should be done most of the time.

Yes, that would be the procedure I would expect to use. However, when I select the modification I cannot see where I can make that choice.

If you select Extreme Environment Modification on the list and hit the customize button you get a window called Edit Extreme Environment Modification
The second row has Rating: <number> and then a text field.
If you enter text in that text field it seems that the error goes away.
