Is there a simple way to allow a single piece of equipment with availability > 12 at character creation other than the Positive Quality? Essentially, a way to flag it as a house rule or something? Or is there a way to waive the availability limitation entirely?
 
Since it is just a piece of gear, just do not add it at character creation. Make your character, then lock it and add it then. Problem solved.
 
On the Adjust tab, in the temporary adjustments table, or on the Personal tab, on the Permanent Adjustments table, add the "Ignore an item's availability" adjustment, and then select the item you want to house rule.
