Personal Updates currently can't be selected in HLO. If any of these three augmentations is selected, the item window simply hangs.
 
The same thing is happening to me for any and all weapon selections. But not ammo and grenades.

I submitted a bug report, but never got the confirmation email that should have been automatically generated.
 
Update to this bug. After refiling the bug report, the Lone Wolf staff was very quick to implement a temp fix to the issue I was having (specifically the Weapons.) They said they'll have a permanent fix shortly. I can't speak to the OP's issue with Personal Upgrades, as I didn't test that or report it. Adding Weapons is working fine for me now.
