Dark Angels:

I'm curious, is their a reason a hero/chaplain/librarian can not take
terminator armour and a command squad? ...or is it an error in the AB files.

It can be done in a normal space marines list.

Staff incompetence

Yep. I was trying to be clever by deleting the "independent character"
type once the Command Squad was selected, but this of course zaps
everything that can only be taken by independent characters.
