Empty Vehicles or HQ's?

Is there a way to start with a blank HQ/Vehicles, and we can add as much Toughness and Feats as we want??

There is a way to add both things, at least if you have the latest update, before the list of Vehicles there is a Vehicle option, and above the HQs there is a Headquarters option. This should let you make cutsom vehicles and headquarters. Now I just need to figure out if there is a special way to make a Hovercraft.
