Duplication Error

I've run into somewhat of a problem, it seems everytime I use the editor to create a feat with a skill bonus I end up with the Feat greyed out and a red notice on it stating "The feat (or an equivalent) has already been added to the hero." I generally use the copy feat option in the editor to find a feat that is somewhat close to what I want and then modify the copied feat. I get this notice even if its a brand new character. Has anyone ran across this or am I missing a step somewhere.

I also forgot to mention even if I go head and added the feat none of the bonuses effect the character. For example using the original feat of Negotiator to create the forgotten realms feat of cosmopolition.
Thanks,

The part about the feats not doing anything once added I think I can answer - Colen mentioned a "test now" bug. use "quick reload" (ctrl-r) for now.
