Dragon NPC/PC

Stock dragons can be added to a portfolio by Portfolio->Import Stock Hero... Then selecting the appropriate Dragon (metallic/chromatic/etc). You have to have the license for whichever bestary the dragon type you want is in to do it. From there you can tweak the dragon to your liking or use the Customize on the background tab to reset all skills and feats and stuff and allow to pick them. If you have the appropriate bestiary license you can also create new heroes and select the race as whichever dragon on the background tab.

You can use the editor to make new races via tools->Launch Editor. That allows custom new races to be entered. Use the wiki and other races as examples.
