I can't answer about threshhold but have you
concidered using the tlmt rather then the ulmt
command? since tlmt is designed for type limits
rather then specific unit limits...Then again it's
mostly programmer's style...I would suggest;

tlmt:Commander-unit=1@min-thresh=750

That should get you the command you're looking
for...I've also chosen to use unit rather then the
points of the Archon since somewhere down the line
(Yah right) GW might include another option for a
leader that costs less then an archon (a drachon perhaps?)...

The 'tlmt' you have above won't work for the intended purpose
since the value of the threshold is 750 ~units~. The
'granularity' (AB term) of the threshold always matches that of
the limit attached to the type (%, model count or unit count).
