I looked... couldn't find anything, so at this point its pretty much write your own I think. Although that would be a great extension for the great guys at Lone Wolf to write..... (hints broadly at Colen and Rob)

Folks--I'm in the process of upgrading the Inquisitor files
significantly (adding lots o' new rules released over last year), so
if you have any requests, get them in to me please!
OPEN REQUESTS not complete as of current version of file:
- Custom Armour Values for locations (instead of specific armor
types). I should be able to do this one.
- Custom Weapons. Wow--this one will be a doozy....but I'll give it
a try.
- Alien Creation Rules
- All Special Characters after WD 262
- Genestealer Rules

Unless Rob's been hiding his for fear that I'll steal it, neither of us
have a palm, let alone the software to develop software for such a thing.
There is a roster viewer of some sort available for Windows CE, but that's
totally incompatible with the Palm.
The Public file format for Army Builder is standard XML, which means it
should be a) easy to display by any XML editor / viewer and b) easy to
parse by any programs you write yourself.
So if anyone feels like writing a viewer him/herself, please do! Until
then, I'm afraid you're out of luck.

Just a reminder that this is not the place for questions on the
Warhammer 40,000 AB files. Try the AB 40K group at
http://groups.yahoo.com/group/ab-40k3 instead.
