get the free program (construction kit) from the same website as army builder. This is how people make the data files. But the user can "lock" the file if they don't want you to change it.

Is it possible to open and see all the data in the files. I can do a lot of fun exporting data in to different statistic reports.

Actually, you can export the data in a file (a *.40k file for example) into
a text document, which then can be imported into excel and manipulated. The
"save as text" feature allows you to do this.
Just get the ABCreator program (free in construction kit, which is also
free) and run it, then open one of the 40k files, and save as text.
