I managed to figure this one out.
recap: unit of 6-12, child unit may add additional child unit of 1-2models.
I tried to use usiz to limit a transport to 12 models, but couldn't because
I couldn't use coun on the additional child unit.
Solution:
transport (usta:alpha<=12)
hidden option 1 (prnt:beta+(#)-base)
hidden option 2 (base:alpha+(#))
hidden option 3 (prnt:alpha+(#+beta)-base) (Lowest priority)
I gave hidden option 1 to the additional child unit
I gave hidden option 2 to the parent unit
I gave hidden option 3 to the child unit
This made the parent stat alpha = # of models. The additional child unit
increased the childs stat beta + # of models. The child unit increased the
parent unit stat alpha by + beta and # of models. It was important to place
hidden option 3 as low priority, otherwise it would add to the parent before
the additional child added to the child unit.
Question:
Could I have done this easier? It works, so I don't mind and the user will
never know it is happening.

I think generally, folks have stayed away from RPG systems in army
builder--it appears as if the large majority of files are for "wargames",
not RPG's.
HOWEVER--the Inquisitor file sort-of crosses over two worlds, between
"wargame" and "RPG", so you could look at that file to see how it was
developed. Or not...
