Yes he did. And he also disembarked a squad from a Rhino and shot the
squad's heavy weapon at an enemy. And he ranted and raged about being
attacked by the BTs, yet failed to notice he shot at the BTs first!!

GW batrep's arent the best evidence for changing anything - in most cases,
they just show what complete gubbers the studio staff are when they cant
follow the rulebook/codexes :-)

But there is the rule that says that you cannot re-roll a re-roll, as
such the 2nd part of rule you pointed says that in the case of a
characteristic be at is maximum (for henchman thats +1 in any) you
may choose any other characteristic (only way to get +1 Movement for
Skaven)
