Deep Gnome bug?

SO for the Deep Gnome Svirfneblin(sword coast) option, it will not let you choose the Svirfneblin Feat at level 4, the validation keeps saying you have to choose Deep gnome to use the feat

Also the deep gnome option from the elemental evil adds an extra INT point to stats.
