Is this last step really necessary?

I have been copying the contents without changing the folder name and it works
fine... When I start work on a new version, I just copy the old version into a
new directory and make changes, but I leave the "folder=" line alone. CV seems
to load all the data correctly, my changes are there, etc... then when I
generate the new data files from that account, the "folder=" line ensures that
everyone else will load them in the right directory. That also means that when
I test load the data files, I don't blow away my new version data if there is a
problem with the import :)

If the folder is *supposed* to specify where all the data files are, then there
is a bug, because it does not work that way AFAIK.

There is at least one situation where the "folder=" line is used and
shouldn't be in V1.0. Off the top of my head, I can't remember what it was,
but I believe it was associated with inventory and not deck construction.
So your technique for testing data files will work fine, but there may be
problems with inventory. This is on the todo list for proper handling in
V1.1 (i.e. the "folder=" line is only used for identifying the type of game
system and default folder for installation).

Thanks, Rob
