Customize Point Buy

Is it possible to change the number of points allotted when using the Point Buy system? It appears locked in at 15 points?

Not currently, no. Generally when we set things up like this, we just go directly by the options Paizo provides (like the various point-tiers in PF1). If you want, you could toss us a feature request though. It'd be something we'd have to investigate, but we might be able to add an adjustment for it in the future.
