Hi there,
I'm trying to create a character with the 'street' level' rules but with 25 karma points instead of 13. Can I do this?
 
I looked into this a little and the best thought I had was to build the character with 13 and then switch to advancement mode and give the character the additional karma and spend it. Mathias might have additional suggestions.
 
You can give "free" adjustments on the Personal Tab with the Permenant Adjustment at the bottom.

So just start with street level and add 12 creation karma
