Custom Special for all Characters

If someone has selected my User Content under the "Configure hero" window, I want a new Special ability added to the character file.

This is like the benefit points in the savage world system
I would like to have a tracker with their "luck points" displayed.
I have created a tracker, but need to know how to bootstrap it to all characters.
