Custom relationship qualifiers

Not coming up with anything in a search. I seem to recall that adding custom relationship qualifiers was possible. If it IS possible, can someone point me to where it is done?

There are Tags that contain the relationships - the System Domain tags at the bottom of the list of tag categories.
