Custom Background

I have added a custom background with its custom Traits, Ideals, Bonds, and Flaws. However, the custom Traits, Ideals, Bonds, and Flaws are not available to choose from when trying to create a character.

The custom background is selected in the "Available to Backgrounds" popup box.

I have copied a few other backgrounds and their traits, but I don't see any differences that I am missing.

Any Ideas?
