Creature with Psionics and specific abilities

I've got a creature coming up (the Broken Earth "dragon") that has psionics, a specific set of power points, and three specific abilities. I'm guessing from the examples I could find (mostly from the Fantasy Companion) that there's no way to force a "normal" selection here, and I just need to list the power points and powers in a racial ability?
 
Well, since these are, from lack of a better word, "normal" psi users (in other words, they have the skill, they have power points, and they have a set number of powers), I'd have expected them to do something with pre-selecting the Arcane Background and perhaps boosting the number of power points and/or powers they get, then bootstrapping the specific powers. It wasn't like the Lich who has all the powers in the world. But I notice that's not what any of the creatures who have access to powers do; they all just list their powers and power points in an ability.
