Converting M&M 1e characters

I just picked up the M&M template, and am finding it very nice indeed. One thing, though: I'm trying to convert some 1e characters to 2e using the kit as a toolkit, and am finding a dilemma: most of the characters have Damage Save bonuses, and I can't figure out how to improve the Toughness save.

It may be a reflection of the new rules, but I'm still wondering how to go about fixing the characters.
