Community Editor Projects - Psionics Bestiary

As my next project, I want to implement the monsters in the Psionic Bestiary (and eventually the Mythic versions as well).

One of the first monsters is the Astral Construct. While a relatively simple creature in concept, it has player chosen options from each menu that give the astral construct additional abilities.

I was thinking on possibly creating templates that add the abilities for each menu to the creature -- one each and then the player could "build" the astral construct from the base creature that way.

Another possibility is a "Conferred Ability Adjustment" added to the base creature.

Which do you think would be simpler to implement? My inclination is the conferred ability adjustment, but would like to poll the experienced coders of the forum to get some advice.

Thanks
