Character Languages Quirk

In creating new 17th level characters for a high level game, I have come up with an apparent quirk with my known languages. I have studied this for a while and although hesitating to label it a bug, can't for the life of me see what I have done wrong. I thought another set of eyes might put me out of my misery.

No skills taken in Linguistics.
1 language available to be selected on the starting languages (background tab)
but...
2 languages available for selection on the languages known (personal tab).

Stupid user, a rule I am unfamiliar with or a program bug?:confused:

Looks like the cosmopolitan feat is the root cause
Int 14 gives you two starting languages, and that feat gives the two on the personal tab.
