Chaos Lord Mark question

Hi there. I've never had an opportunity to look at the Chaos army list
before but a friend of mine starting playing so it raises this question...
If he gives his Chaos lord (base strength 4) the mark of Khorne (str +1)
and a powerfist, Armybuilder gives the strength as 5/9, presumably raising
the original strength postincrementally. (After doubling it for the
powerfist). Is this correct? We assumed not.
If so, does this hold for anyone that adds one strength, such as Blood
angels on the charge?

It is correct, and it does hold for everyone... BA, an eldar exarch
with crushing blow, etc...

Always multiple before adding, that's the general rule. So, double S
for power fist and then add +1 for ability.
