Change how often Feats increment

Where would I change how often characters get feats from 1 every 3 level to 1 every 2 levels? Do I need to make a new HL editor file or can I change the D20 file? I am completely new to this and I am evaluating to see if this product will work for my campaign. I used most of the Trailblazer rules supplement.
 
There is an adjustment to the hero's total feats on the adjustment tab. That will let you add and subtract as necessary for your game.
