Can't update to version 3.5

It's been awhile since I cranked up HL and I'm trying to update it to version 3.5. It says its downloaded but after I hit "ok" to complete the update it never restarts. When I go back into the HL menu it says I still need to update to the newest version (3.5). I'm running Win-7...and since I can't get back into to it I'm not sure what version of HL I'm currently using. Do I need to download the entire HL file and start over?
 
Try running HL in admin mode. If that doesnt work, try to start it from the .exe file and not the icon. Go into explorer and start it that way.
