Can't increase bow ratings?

I'm trying to get a bow for a character, but neither the bows or the collapsible bows have an option to increase the rating of the weapon. I looked at 'Customize' and it only has Rating 1.

Am I missing something really obvious again?
 
I assume you mean increased strength, have you clicked on "Customize" at the bottom, because I clearly see Minimum Strength under modifications.
