Can't add skills to new character

Good day, folks. I am having an issue with the 5e SRD and/or community pack. When I create a character, the Skills tab won't allow adjustments. I reinstalled the community pack with no luck. I also have tried various Hero settings.

I compared to the d20 and Pathfinder. In those two games, when a class if picked, the Skills tab is highlighted red and skills can be picked.

Is this a known issue or just something wrong with my install?

Go to the Character > Configure Hero tabs.

Scroll down to Ability Options section.
Uncheck the following: Background Proficiency, Personality Trait Proficiency. You may also need to uncheck Proficiency Dice.

I had the same issue several months back.
