What is the difference between Member Owned and Member Controlled PC in the campaign?

Is Member Controlled apprentice accounts with a DM Patron, and Member owned means players have their own standard account?
 
Then Controller only applies when content sharing is used. When NOT used, the owner is the player for PCs and the campaign owner for all the cast members in the campaign (NPCs).

When content-sharing is enabled, the controller becomes important. In order to take advantage of content-sharing, the PC must be owned by the campaign, since the owner dictates whose content can be used. So the controller dictates who gets to edit the character at any given time. Control can be transferred, but only one user can edit a character at any point in time.
