M&M 3rd ed. Bug with equipment ttoughness bonus

Sorry if this was already posted, but my searches didn't find anything, so here ya go. :)

It looks like the toughness bounus from equipment isn't getting recognized under the "without defensive roll" on the toughness output.

If you create a character with the following, you will see toughness incorrectly display as 6/2:

STA 2
Defensive Roll 2
Undercover vest (+2 toughness)


If you replace the Undercover vest with the actual Protection power (2 ranks) you'll see it correctly display as 6/4.


As far as I understand it, the protection bonus should be treated the same in that situation, regardless of the source, so it looks like a bug.
 
It may also be that they're trying to indicate that you have a natural toughness of 2, and 6 with both Defensive Roll and Equipment since there will be times when you're not wearing your armor and/or have had it destroyed. Don't Hard-to-Lose Devices do the same thing?
 
After you said that I created a removable device with Protection 2, and it showed up correctly as 6/4, so I think it is something tagged on equipment providing toughness that is wrong.

I saw one of the developers posted in another thread that the toughness numbers displayed were "with defensive roll" / "without defensive roll"-- I don't see mention anywhere of them being anything but that.

I also think the numbers are intended to provide a quick reference on common occurrences, and being vulnerable occurs more than being denied your standard equipment, so I don't think it would represent being without equipment bonus as well.
