The scared witch doctor archtype makes all int based skills for hexes based on con. The prehensile hair hex does damage based on int (now con thanks to the archtype) this is not taken into account in hero labs.
Prehensile hair is also considered a secondary natural attack, however if you only have a single natural attack it is considered a primary natural attack meaning that a person with prehensile hair as their only natural attack would have damage done at 1.5x con in this case.
