M&M 3rd ed. Bug- Equipment toughness bonus not appearing

Hi, I'm making a character with a bonus to his toughness save derived from his stamina, Protection as well as removable armor (as Equipment) but the toughness bonus for the armor doesn't appear. I'm using the Device as equipment option for the creation of the armor as it is not one of rthe standard suits included on the list.
 
Probably a bit late but ...
Having had a brief playaround it doesn't look like there's any way of having equipment and protection stack.
If you create the equipment as a power then it seems like 2 lots of Protection stack automatically (you can add additional power points using a permanent adjustment to make up for the cost)
