Bretonnian Vows

I am not sure if this is a bug or if it shoudl be this way. Should the Bretonnian Vows show up under both Options and Vows? Do the Vows show up under Options for units with a particular Vow and under Vows for Characters that select them or visa versa?
 
I think this is a bug, but i don't have it. My Lords/heroes have thier vow only under "vow" and units have them under options (pre-checked).
